REPORT
WORKSHOP: A STRATEGIC FACILITIES MANAGEMENT PROCUREMENT FOR ORGANISATION IN CONJUNCTION WITH CONFERENCE FM ASIA 2012

Introduction
A workshop was held in the late afternoon after the conference session ends. The workshop was specifically design in conjunction with Facilities Management Asia 2012 Conference in focusing on identifying challenges, opportunities and sharing strategies, current edge technologies in FM industries. Around 20 participants had participated in the discussion
FM is not only focusing on the optimizing the cost of buildings but also on efficiency and suitability for people and process as well. One of the main processes that embrace the fast-forwarding FM is procurement. The improper selection of FM procurement process will leads to failure in its implementation. The current uptake of FM is at operational level, while its implementation involves short and medium term and also long term activities. The recommended organisational approach towards FM is at strategic level and this has to be adopted by the top management. It is prerequisite for an organisation to be equipped with management capability, individual competency and economic robustness to successfully implement FM. This workshop will discuss on FM procurement practices based on the current organisation’s performance.
·         Discuss current FM procurement practices in Malaysia
·         Determine the elements for hard and soft FM in building
·         Identify issues and challenges in preparing FM procurement practices in your organisation
·         Assess industry performance in implementing FM based on current FM procurement
·         Propose a strategic framework on practical FM procurement in your organisation.





1.      Discuss current FM procurement practices in Malaysia
Generally, the participants agreed in principle that the practice of FM in their organisation is run at operation level rather than strategic approach. It is due to that FM is not widely adopted and practiced in Malaysia. FM is merely perceived as maintenance per se. Currently FM is not widely being practiced in East Malaysia (i.e Sabah and Sarawak). The company out there are more practice more on maintenance exercise rather than FM. The people in East Malaysia generally do not really know what FM is is all about and its functionalities. They know more on maintenance in such organisation.
2.      Determine the elements for hard and soft FM in building
Overall participants of the workshop agreed on the elements in hard and soft FM.  Hard FM in this context is covers below;
Hard FM: Engineering, Information Technology, Biomedical Engineering, Security
Soft FM: Administration, Professional
Issue raised during the discussion is on the security whether it can be considered as soft FM. In the finding from previous workshop, security has been considered as hard FM.  Security in this case may considered as designing security post rather than looking on the maintenance per se. However the issue rose can be considered as soft FM by putting security as activities relates to maintenance.
3.      Identify issues and challenges in preparing FM procurement practices in your organisation
Some raised the issue of FM in Malaysia still new even though the term maintenance has been popular in Malaysian people for long time ago. People will only see the FM is only maintenance of building.  In terms of budgeting on FM, some said that common approach is based on yearly budget. FM is grouped under operation and maintenance (O&M) budget. The money will be channelled to the activities of operation and maintenance that would comprise day to day activities, landscaping, and renovation and so on. This approach is not strategic planning but is more on short term planning.  Another issue is on the people mentality especially officer in charge in government who only thinks on the cost per unit. They should think outside the box in finding way how to generate revenue from the FM. The participant also commented the research should not only focus to the government hospital but also looking on the private hospital. The issue of predicting the cost after certain period of time may also a challenge to FM in future. The concessionaire agreement will also play roles in determining the right cost with the right purpose and relevancy. Some pointed out that, should the ruling government change after general election (GE) there is possibilities to terminate all existing government agreements. This issue not being discussed detail by facilitator but is according to understanding such agreement could not be easily terminated without proper judgement and analyse. If and unless there some new consideration and approach to rectify the activities involved in the process could be materialised.
INETEGRITY
Integrity aspect is also pertinent factor need to be focus while dealing in procurement method. Parties involved in tendering process.
LEGAL CONSIDERATIONS

In procurement process the Government should engage the involvement of legal people right from beginning of its process to ascertain that legalities of process are in accordance to the client requirement.

4.      Assess industry performance in implementing FM based on current FM procurement
There are suggestion that activities and budgeting in maintenance and facilities should be audited by independent parties to ensure the integrity and transparent of a good governance such organisation. We should emulate Indonesian counterpart effort in carry out auditing exercise for energy efficiency in their building. In terms of service quality in hospital (taken as example), most of participants are opted for private medical centre to get their treatment after their retirement age compared to government hospital. This issue should be looked for why government hospital is lack behind in terms of services as compared to private hospital. They are more advance in terms of facilities, experts and many more. 

5.      Propose a strategic framework on practical FM procurement in your organisation.
Suggestion for Researcher;
·         An officer from government agency had proposed that the proposed framework by researcher should not only develop by open tender per se but also covers direct negotiation tender process. It will create more transparency and openness for people to know detail of procurement process in PFI project
·         Should develop more method of procurement process i.e Open tender, Negotiation tender
·         Should also include procurement for new contract services to look on the services i.e Service Level Agreement (SLA)

Concluding Remarks;
A short workshop has been successfully achieved its objective even though the time allocated by organiser. The supportive participant had aired their views pertaining to what is maintenance and FM is all about had really make workshop lively and good interaction. FM should position itself as a high value area rather than is viewed only doing things related to maintenance. The position of FM people will also be more respectful as compared before. The awareness and knowledge sharing of FM will be shared and inculcate will give top management consider FM as priority when it comes to the matter of budgeting.

FM Asia 2012 : Highlight of Workshop on Procurement

Current practice of FM in Malaysia is more on maintenance. Not strategic planning approach but short term gain. Yearly budget allocated under operation and maintenance. Mindset and culture should change to generate revenue of FM rather than cost centre.
