To discuss the form of strategy, policy and procedures for the development of ICT in FM in Malaysia |
Group A;
Currently lack of a FM system on handover, hence lacking in strategy to have a FM System in place on handover to serve life cycle of the building, this should be promoted. In order to have a more proactive policy, there should be a BIM as-built model in user-friendly format
Policy: Mandatory to incorporate BIM as your design platform in terms of requirement for planning permission. Strategy: Have in place incentives for adopting BIM, e.g. Extra points for GBI rating. Procedures: Adopt ISO service provision standards.
Group B;
1. Strategy, policy and procedures
JKR is open to implementing BIM · initial exposure/experience. Pilot Project · Launched 1 project (National Cancer Institute- NCI) · 5 standard school building and Clinic (Health Centre) Using ICT as control & monitoring the project · SCALA – system laporan projek · Linked to EPU · Integration of database · Embarking on E-Perunding (have implemented 3-6 months ago)
BMS – Building management system · Monitoring Internal condition of building · Client engage · Design & install · Example : Hospital Pantai, Ampang · Other clients : UTHM (multipurpose hall), Sime Darby & Putrajaya EPU must impose mandatory BIM by 2016( another 5 years)
Group C; |
- No ICT policy in FM in the company currently - There is ICT policy in organization but no specific policy for ICT in FM. - We are lacking of ICT policy in the organization. - Incorporate current 3D design with FM elements. - Embedded in asset management - Developing the capability of authority for decision making in FM requirements. - Develop an automation tools to check compliance of design by local authority.
Group D; ¢BIM ownership should be owned by FM organisation . ICT/BIM has to be at strategic level because the involvement is throughout of life cycle of a building: starting from the design stage until demolition. ¢in house/ Outsource – outsource has advantage because technology development is too fast ¢BIM integrate the software throughout the life cycle of building ¢BIM is a component of FM ¢FM has role to advise in the design stage ¢To implement, it need to has the policies. (e.g.: JKR/CIDB take lead) Group E;
Issues - FM in Malaysia is still in beginning stage
- Industry reluctant to invest in ICT
- Failure on 5 pilot project –(contractor reluctant to invest in ICT)
- JKR form a community (FM) – is currently developing a guideline and system (target 2013 will implement BIM for government project)

Strategy - Go phase by phase from government and big player in industry
- A study on the readiness of industry to move forwards towards ICT in FM should be conducted before policy is mandate
- Need to have policy (mandatory) first by government, the people will start to follow Eg: for new government project, the contractor should apply at least 50% BIM
- Private & government agencies also should have the policy in their organisation to implement ICT in FM
- Strategy to develop people expertise on IT especially for BIM (certification)
- Promotion and Roadshow (create awareness)
- Incentive like tax relief, funding for private to use BIM in FM
- Standardisation
- Better outsourcing ICT in FM, because high risk especially for small company
- University should collaborate with Industry for more practical syllabus (like university attach with CISCO)
- Encourage ICT at initial stage like from primary school
- R&D allocation
- Put it into games (attract people)
